Het is het jaar 1940 en nazi-Duitsland bevindt zich op het hoogtepunt van zijn militaire macht: het heeft het grootste deel van Europa veroverd en kijkt naar de Sovjet-Unie in het oosten. Het Russische militaire commando vermoedt vijandige bedoelingen van Duitsland en zorgt er daarom voor dat zijn spionnen in de gelederen van het Duitse leger en de SS infiltreren. Alexander Belov is een Russische spion die onder de alias Johann Weiss van Letland in handen van de Sovjet-Unie naar nazi-Duitsland reist. Zijn beheersing van de Duitse taal, stalen zenuwen en zijn vermogen om anderen te manipuleren, helpen hem zijn connecties bij de SS te gebruiken om de ladder van de Duitse inlichtingendienst te beklimmen. Hij gebruikt zijn positie om sympathieke Duitsers te identificeren, die hem helpen essentiële inlichtingen te verkrijgen, en om lokale verzetsbewegingen te helpen in hun collectieve strijd tegen het nazisme.
